Planning Datahub: London and Greater Manchester’s Digital Twins of the Planning System

The Planning London Datahub was launched in 2020 to shift planning from documents to digital. The system provides a live feed of all planning applications across London, drawing data both from back-office systems and the application process itself. This enables a complete, real-time picture of housing delivery – from initial submission through to completion.

In this session, we’ll share how we built the platform, managed collaboration across 35 local planning authorities and multiple suppliers, and the key challenges we faced along the way.

We’ll also discuss lessons learned, our priorities for improving the system, and how Greater Manchester will soon adopt the same approach. Together, we’ll explore the opportunities this creates for more consistent, transparent, and data-driven planning.
